Uh, no. It was decades in the making. The biggest factor was Vietnam and the "guns and butter" policies starting with Johnson. The capper was the oil shocks and the various shortages of the early and mid-1970s. Carter did what he could to reign things in, the most important was appointing Volcker to the Fed and following his advice.
