That isn't correct.

The original plan for 9/11 was first seen by bin Laden in '96. It moved very slowly for a while after that.

Again, to support that claim you would need to show that Obama created bin Laden's "despondency" between January, 2009 and October, 2010 (actually, between 1/09 and 5/10, since the memo was actually written in May and sent in October). Bin Laden himself acknowledged it:

"The [bin Laden] memos paint a picture of an organization that understood it was in deep danger from the American drone strikes in Pakistan's tribal regions that had been decimating its leadership since summer 2008." - Peter Bergen

Giving Obama credit where due he did order the bin Laden raid but truth is it is unimaginable any president would have behaved differently, for the political benefit if nothing else.
