Not necessarily. Chips/parts are continually getting smaller. They may be waiting for a specific chip to be ready or the integrated chip they are using to get smaller etc, sensors, LEDs, what ever. Battery shapes are getting pretty complex too.

They are obviously waiting for something else they'd be building them for Xmas.
