Yes, that's what it requires, but I doubt they really thought about all the possibilities before they handed out all those NATO memberships.

The Soviet Union had broken up and everybody thought the Russians would have a wonderful democracy and there would never be a reason for another war.

I don't agree with Pat Buchanan much, but I think he was right in thinking the Russians might not take too kindly to having NATO right on their border.

How would we feel if the Russians suddenly got an ironclad alliance with Canada and Mexico?
