So?????? 18 is just a stupid number. Ignore it. It does not exist nor does the man behind the curtain exist either.

Because the highest point (18) was only high because of Obamacare.

The run rate had been about 14% prior to Obamacare as can readily be seen. It was Obamacare that caused the rate to move up to 18% in the first place.
