Corruption in Marijuana Land? Sounds like your sheriff is running a nice old-fashioned protection racket:

Mendocino County Sheriff Tom Allman has been running a program whereby persons growing medical marijuana can have their gardens inspected and be approved to grow up to 99 plants with the Sheriff guaranteeing that they will not be busted by the locals. For fifty dollars a plant ($25 if under 25 plants) the Sheriff supplies growers with zip ties that they attach to each plant being cultivated. This raises several questions. First, if the cultivation in question is legal, why do growers have to pay the Sheriff anything? Secondly, if the cultivation is illegal to begin with, how can the Sheriff accept cash in exchange for not busting the growers? Those questions notwithstanding the program has attracted close to a hundred participants and raised a lot of cash for the county. They claim it has paid the salaries of nearly seven deputies who would otherwise have been fired.
