Yup. That means he gets to write the regulations about how the executive branch will accomplish that. You can do things like saying, "We don't have the manpower to find all undocumented people, so save the Dreamer kids for last."

In 1959, under the administration of Dwight Eisenhower, the meaning of this section was changed dramatically when the IRS decided the word “exclusively” could, in effect, be read as “primarily.”
