"Congress makes the Laws and creates and funds the agencies for oversight responsibilities. " I think tejak would agree with that, too. "with the capability of Congressional to overrule the Executive Branch by 'defunding the agency'" and with the capability of the executive branch to override the defunding by vetoing it, and letting Congress shut down the government until the public gets overly-pissed at them, at which point the executive branch lets Congress change their minds and fund it after all. That's always such fun. Let's play that game again.
