You are absolutely correct about the agencies being local and I nearly included that in my story. However, the same is true at the Federal level and is part of the reason for the lack of growth. I worked at an extremely large corporation and saw the growth in time and effort spent satisfying regulatory agencies at the federal, state, SRO and internal level. Much of our technology spend was devoted to addressing new regulations as was a lot of new hires. The flood of regulations was unending and came from multiple agencies and was in many ways more onerous than the tax rate.

I'd also opine that they came fast and furious under Bush and Clinton as well. I spent a short amount of time in internal audit and some compliance functions reported through me as well. When you make it someone's job to create rules and look over someone's shoulder that's what they do. They forget who they work for and why they are employed in the first place.
