Interesting post, Kate. Thanks for the correction. Perhaps I should have said something like "parts of the south". I was, however, addressing a phenomenon that's fairly familiar of whites fleeing public schools leaving them for the black population then property taxes are put at levels that under fund public education. Perhaps there are pockets of the south in which this is not true; and perhaps there are pockets in the "north" in which it is true. But it's seriously under discussed social issue.
