...I'll try and find the site - I've forgotten it off the top of my head, but one guy used to be an attorney? For the DoI, and said one day under Reagan, the Secretary wasn't at his desk, and minor panic ensued... especially when they found out he'd GONE OUT TO TALK TO THE WORKERS TO FIND OUT WHAT WAS GOING ON.

He was quickly rounded up, escorted back into his office, a minder set, and a memo was sent to all staff that under no circumstances were they to talk to the Secretary directly, ever, and if he asked them questions, they were to route them to their Chain of Command.
