To someone who knows a product really well, a command line interface is often preferrable to a GUI, can be quicker to use and requires no special application to configure a unit being installed. In particular, a command line interface allows scripting, which is highly useful if you're deploying routers at multiple customer sites, for example.

Java does not change this fact. That's why a great deal of work is going into equipping Bay's routers with a more accessible command line interface, Bay Command Console (BCC).
