Do civilizations become more reflective, moral and philosophical? Sometimes yes, sometimes no. I think the Romans (before the Christian takeover) were more brutal than the Carthaginians and Greeks that ruled the Mediterranean before them. Similarly, I think the Aztecs were likely more brutal than the Olmecs. IOW I don't think there's any good evidence your thesis here is correct.
