Untrue. There is actually powdered water. I can't imagine what the powder does. (Just add water?). But it does exist.

Read that some guy named S. Wright came up with a process for Dehydrated Water.

But then he realized that reconstitution posed a problem as he didn't know what to add... :0)

edited comment: And now as I finish the last posts I see the M. Kugler has heard the same comedy routine. I tried to paraphrase as best as possible to lend it more credibility, but you are right... Powdered Water.
