"lifeless bits of silicon and copper" are not even aware. They're just complicated machines, no more aware than simple machines. Consider a bell hanging on the door of a store. It tells the store owner when someone comes in, but the bell is not aware.

They are aware, they are not yet self aware......In Alfred Norrth Whitehead’s ontology, the basic ingredients of the world, whether atoms or quanta, are essentially “experiential events,” “moments of experience.” Matter-energy, then, is the form that reality takes in response to the in-forming activity of psyche or consciousness.

And this in-forming is intrinsic to matter; it is matter’s own interiority ,its self-shaping dynamics.
