IE has been built as a modular piece of code, and Microsoft
could probably pull it from Windows 98 without too much
effort. The company could continue to offer it as a free
add-on product much as it offers IE 4.0 today. Windows 98
users would suffer the consequences more than Microsoft,
since the users would need to make the effort to load IE
rather than having it arrive in the box - or on the PC - as
part of the operating system.
