TJ, first if a population the size of France has a heritage and a language then let it be.
I agree with you that school should also teach mandarin as a obligatory second language.
In Russia and former USSR there are many nations with their own languages but they also learned Russian at school same in most of Europe who also adopted English as a second language in school so on this I am with you, but it is a huge difference between teaching a general language and can their own language and heritage.

Only wonder how is the situation in India I am certain there are also many distinctive dialects.
