I have heard that for years about Saudi Arabia regarding going into deficit.
Don't they have the cheapest oil extraction cost? Regardless you are correct
on the spending.

There are 100's of ways to do better than your 3rd way. The countries you've enumerated are all variations on NOC's accept Saudi who is a master of the oil game. The rest are all only; fully
prepared for the past. Having all failed to cultivate personal freedom, a bunch of garchs are entering a period when nothing about its previous assumptions will be working, so who suffers under this change?

Certainly not the populaces who never benefited from the old trend....anyway.

commodity extraction as a business model is going to be particularly difficult in the years ahead.

Substitution, particalization, technical innovations across HM4E spaces, will act against all wishful commodity hegemony....no matter how much the information cabals are skilled at presenting the rationalizations for extortionary prices. Last baktun is over....next Baxtun, this one....has moved beyond all these political rationalizers who have spent ahead because they KNEW they could...under last baktun dynamics.
