Greg, As long as they run on lined up money OK, new money will be harder, and the lined up money also needs ongoing financial strength, it can be cut before being spent if the prospects look sour(most credit lines need ongoing financial solidity to stay in place.

In addition the Governments brain is far from the mouth, they can have the mouse in the jaws for 2-3 years before the brain says bite, by which time the mouse has eaten all available food(Netscape) and moved on.

So we agree on the slow paced and ineffectual gov't actions.
