Yes, when people like Stalin gain power through cunning, deceit, greed, and a superior guile and ruthlessness...they must maintain their brutality in order to survive. Although you and I would not apply for the job...megalomaniacs such as Stalin are well aware they have competition!

People like Stalin have gotten past Hobbe's mediation of power and fear which Hobbes called "manners". :-( They have replaced "manners" with elimination.

I picked Stalin as an illustration only. These facts apply to many leaders throughout history--and Institutions as well--such as you pointed out.
