..if there were clouds, there would probably be moisture already


In the West clouds don't always lead to rain. In Sept we had a stretch of clouds for 4 days straight. It looked like rain and you could smell the moisture in the air but nary a drop fell. Frequently what happens it rains in the upper atmosphere but its too dry to get to the ground........essentially it evaporates on its way down.
