He campaigned against it, cuz he knew the damage it would cause. I don't suspect he thought it would be considered to be the first shot of the Raygun Revolution, tho.

I recall voting against both Raygun twice (first vote), and Prop 13, which was from the proto-teabaggers Jarvis and Gann. I also recall voting for the Browns (first vote was for Pat). Teabaggers didn't like Jerry starting a rainy day fund for emergencies, cuz that meant we had too much tax money.

That, and a good memory and voting record.

BTW, I'm one of the people Raygun ran against his first campaign.
