I am informed that there is an unofficial Memorandum of Understanding written by Dillon/Gridline in 2014 and presented to the government of Territorial Guinea. It is done in MSWord with corrections highlighted in red. I have seen nothing from Guinea that indicates how close such an agreement might be.
