I think Reid nor the Senate can change the override veto requirements. That would require a constitutional amendment.

However with many more DEM senators up for re-election in 2016 they may vote along with the Republicans to override a veto on important matters like ACA (Obamacare) . The problems will be more evident as the new premiums come out for Obamacare. They already pay outrageous amounts for incredibly high deductible plans. So they end up in a situation in which they still cannot afford medical care. The program is a total failure.
