most states do, but on those DLs they will have on the back LT or limited term or words to that effect, but some are in very small print and you have to know to look for it. so they have a DL but aren't citizens

Yes, at least CA does, mine I got with an E2 visa and thus an appropriate SS/N.
No restrictions or special note on any side.
