I expect the repeal of the "individual mandate" until 2020 (or some future date) to be the first order of business...

The Republicans do not like it, and obviously Obama sees it as problematic as he continues to delay the implementation of the law.

The Republicans will simply say that are making changes to the law "officially" instead of the President making year by year determinations.. Which does not provide the voters and business any form of clarity and the ability to plan. If the President has found the need to delay the implementation, then obviously he believes there are issues with the law that Congress passed. The Congress can now quickly pass a Bill to provide this clarity to the American Workers and Business. If Obama vetoes. Then he is effectively being an obstructionist. Hard for Obama to say the Republicans are trying to dismantle the ACA, when they are simply mimicking Obama's current policy.
