Because the concept of allowing people to own people was unacceptable to too many people who weren't making money off of it

Just like todays Republicans, slave owners tended to throw morality out the window when there was a buck to be made

The war was over slavery within the populace...the politicians were probably more interested in salvaging the union, but they could not have raised sufficient forces to keep the south in, absent the repugnant slave practices
