If you want banks prosecuted, get your Rs in Congress to break them up. They are too damn big and could cause serious harm to the national/global economy if brought down. Everyone knows that..........what have Rs done about it since 2008? Nada.

As to why everybody gets some degree of care, I blame Raygun, for actually doing something nice for people, instead of profits. The Emergency Medical Treatment and Active Labor Act (EMTALA) [1] is an act of the United States Congress, passed in 1986 as part of the Consolidated Omnibus Budget Reconciliation Act (COBRA). It requires hospitals that accept payments from Medicare to provide emergency health care treatment to anyone needing it regardless of citizenship, legal status, or ability to pay.
