Unfortunate it would be very difficult to prove criminal intent, and in all sincerity, I think that no one went to jail because he talks nonsense and proves he is clueless.

Trying to manipulate by speeches market expectation to fulfill public interest and public good is a very iffy proposition.

Unfortunate the definition of "public interest" and "public good" is very misunderstood, and the policy of openness automatically resulted in act of market manipulation.

The solution lies with the legislative body and this can be solved by legislation but without meddling in the CB's independence. To push something like this trough you need very smart legislators - but this is way too much to ask.from our elected representatives.

IMHO opinion to put a floor to interest rates of let say 1.5% would be a very positive idea IMHO. An enterprise that can survive only with 0.25 basic interest is not profitable in the fist place and there is no need for such enterprise to exist, as it is basically robbing the savers to pay John.
