How do you know they were "fraudulent?"

I really don't want to go on about this, but unless you can show that they intended to bilk someone out of money, it isn't fraudulent. The occurrence of a duplicate billing, or even lots of duplicate billings, doesn't show fraud. It may show there were systemic problems or even carelessness. That is not the same as fraud.

Anyway, this isn't an argument I want to continue so I'll make that my last word on this.
