Re -- WebTV and Settop boxes..

The infrastructure (including bandwidth) is being built. Cable and modems in their current form, cannot support a large number of users, without massive upgrades of the cabling (fibre to the curb), and other router/hub style equipment. Furthermore, the cable industry is not equiped right now for installation and support services.

Thus cable modems will take at least another two years before they are deployed in any significant quantity. Then there is the xDSL...

As to why limited services are offered on WebTV plus, it depends on the type of services. The WebTV with Telco return (POTS) is a very awkward to install, use, and there is no clear line between telcos and cable companies.
