Initially industry was built where labor could easily commute. Than came cars that got better and better gas mileage so those who did better fast, moved further away first. Eventually the cities became too great tax burden on the industries and they sought refuge further from the taxing jurisdiction. Hence fewer labor intensive jobs left in the cities.

Except that's not the issue. There are cities in this country that experience strong social/income mobility and solid job growth; there are others that have neither........even thought labor and production costs are lower. Why?
