He did follow the 1986 law on immigration. That law allows the President to defer action on deportation.

And the president has the right to determine how those laws are enforced. The USSC has routinely upheld that right. There is nothing imperial about it.

Remember Bush and his signing statements? In a lot of cases, he flatly stated he wouldn't enforce the bills he was signing. Was that different?
