I'm not naive. In real life that's what happens. The content of these "reports" is negotiated between the parties. It is pathetic, but it is what happens.

The Republicans settled for ammo to go after Hillary with and gave up Susan Rice, knowing that anyone who saw it understands she was lying like hell. But she isn't a political threat.
