The people (left and right) want their handouts and pork (their bread and circuses)- and they really don't care about anything else. The use of the term "handouts" here comes from right wing propaganda labeling social security, medicare, medicaid, unemployment insurance, and the like. I gather you are saying you see them that way. By contrast, there are serious policy issues embedded in each of these having to do with communal health and well being. I'm definitely not going to get into the issues here. Just to note that these are not "handouts". Only labeled as such by the right wing.
