Given this prosecutor, the way he handled the grand jury, and the way he chose to announce his decision, the whole thing is remarkably suspect.

Yes, it is. He was supposed to establish probable cause to conduct a trial, and, instead he proved reasonable doubt for the defense in the trial that never took place. He didn't even have to convene a grand jury in the first place to bring charges. It is absolutely his fault.
