Prosecutors are scored, and they don't like to lose. My sister in law is a State's Attorney General, worked her way up. She hates to lose- even on stupid ass cases. Now a prosecutor doesn't want to take a lame ass case- and many cases against the police aren't very winnable given the case law, but should we be wasting taxpayer money on unwinnable cases? That doesn't make sense to me.

You won't be able to change the case law- the Supremes aren't going to change it, and congress sure as heck doesn't have the balls to legislate in this area. So imo, You're stuck with the law we have- and that favors the police, and makes this ruling totally understandable. Best way to prevent this sort of thing, is cameras, so police AND perpetrators act better. I'm sorry to find out that cameras are proving so expensive- because I think they're a great tool.
