Instinet Corporation, a subsidiary of Reuters Holdings PLC, and its
broker-dealer affiliates, provide agency brokerage services to security industry
professionals in over 30 countries. This service is delivered primarily through
sophisticated computer technology which lets professionals trade global equities
quickly and cost- effectively.

Instinet provides equity transaction and research services to a global base of
institutional fund managers, plan sponsors, other brokers, and exchange
specialists. Founded in 1969, Instinet was acquired by Reuters in 1987, and
now has offices in eight key financial centers worldwide.

New York
London
Frankfurt
Paris
Zurich
Hong Kong
Tokyo
Toronto

Instinet Corporation is registered with the U.S. Securities and Exchange
Commission as a broker-dealer. Instinet's affiliates are members of the National
Association of Securities Dealers, all U.S. regional exchanges, the American
Stock Exchange, the London, Paris, Toronto, Zurich, Hong Kong, Frankfurt,
and Stockholm Stock Exchanges, the Chicago Board Options Exchange, and the
European Options Exchange. As such, Instinet and its affiliates are subject to
the same rules, regulations, requirements, and restrictions that apply to other
members of the respective self-regulatory organizations and exchanges.

As an agency broker, Instinet remains neutral in its transactions, neither buying
nor selling securities for its own account. Its only business is providing
brokerage services for the benefit of its customers through its innovative
application of computer and communications technology. Using Instinet as their
broker benefits customers by reducing their trading, or transaction costs, and,
in doing so, improving their investment performance.

Instinet offers the following services to its clients:

Trading:

Equity Trading
List Trading
Crossing Services

Research:

Research and Analytics
Soft Commissions
Instinet Trading Research

TRADING:

As equity trading continues to grow globally, the advantages of Instinet's
screen-based services are clear. Instinet transaction services, including the
Equity Trading Service, the Order Management System, and Instinet Crossing
Services, give clients the ability to lower transaction costs and reduce risk by
controlling and executing their own trades. Traders have equal access to global
order flow and trades are executed in local currency.

Instinet provides a real-time trading service to clients who use the Instinet
Terminal. All client orders entered into the Instinet Terminal are displayed
simultaneously to all other clients worldwide. When appropriate, Instinet can
deal in traditional telephonic communication, but in all cases the most advanced
technology available for the trade is the one of choice.

The Order Management System enhances the real-time trading service by
allowing clients to enter lists of orders with defined trading strategies and to
track and modify these strategies in real-time based on cash or market
considerations.

Instinet Crossing Services are designed to meet the increasing complexity of
trading strategies and were developed in response to investors' demand for a
broader range of trading opportunities at fixed times and prices.

RESEARCH:

Research and Analytics delivers fundamental and technical analysis and charting
on US equities while simultaneously providing quotes on 160,000 instruments.
Traders, analysts, and portfolio managers receive the technical indicators and
information required for devising trading strategies and making decisions.
Clients can also access news and market information through Reuters.

Instinet also provides soft dollar services to pay for independently generated
investment research and technology.

Clients use Instinet Trading Research to measure total trading cost including
commissions, market impact and opportunity costs. Costs can be categorized by
trading strategy, broker, market, or country.

FSCO, MASH, and NITE are the most active FIBR mm's from my limited observations. The point was not the quantity of their mm activities, it was whether they make a market at all.
