That's a silly fact-free comment. The U.S. does not need additional refining capacity, as imagined by George W. Bush's "peak refinery hoax" where he was stupid enough to want to build refineries on U.S. military bases, in the wholly mistaken belief America lacked sufficient oil refining. That hoax took in many people - you perhaps were one of them.

Only a concerted action by major oil companies and refiners were able to halt his catastrophic plans. George W. Bush was a complete idiot who relied on idiots for advisers. Little surprise he drove the entire U.S. economy over the cliff with his post-9/11 real estate bubble.
