I have trouble seeing why you use the term "supposed". The company has issued a press release stating

"that the Venezuelan Ministry of Energy and Mines has approved and issued a resolution instructing the issuance of the Brisas hardrock mining title to the Company's Venezuelan subsidiary. The resolution, which has been published in the Official Gazette of the Republic of Venezuela (the official government publication), orders the issuance of the hardrock mining title for the gold, copper and molybdenum contained in the hardrock beneath the Brisas alluvial gold concession."

No company will make up an announcement of this type without it being a fact, as the exchange would be all over them for this sort of misinformation. I think we can take the issuance of the release as a "fact".

As for it being a special resolution, I see this as being a positive. The government sees it as an important enough issue to put it out before its scheduled reporting, probably because they want to encourage exploration by foreign companies. Recent events have hurt mining and I beleive they are try to show more support.

The low POG and general lack of enthusiasm for juniors following some of the recent scandals are probably the main reason behind the stock not moving further. It has however made a good recovery. almost doubling, and I think investors are going to approach all of these situations with a greater degree of caution.

I like the possibilities for this stock and think a long term hold will prove fruitful.
