What kind of disclosure would be necessary if an insider's relative were shorting the stock? Also, isn't Dudley on the board of an international investment fund? Could that fund be shorting Fonix without Dudley's disclosure? Could the insiders invest in any funds that were shorting Fonix without disclosing it?

I very much agree with your last statement, but the short interest seems to be growing at such a rapid pace (1 million to 1.5 in a month or two) that I'm very interested in who is behind it.

It's management's greedy salaries etc. that makes me wonder if my investment is on thin ice. Why else would they grant themselves those benefits if they really believed what they say about the tech? The only answer that helps me out, is that management isn't concerned about the stock price in the short term. In fact, there are reasons why they might want the stock price to remain low in the near term.
