What is TOBS all about? Say you have two stations, one records temps and resets the max-min thermometer at 3PM every day, another in the same place under the same conditions does this at midnight. Say one day, the high in the afternoon is 103. The next day a cool front brings the high down to 93. One station will reset when the temp is 103. It will then likely rise to 103 and that will be recorded as the high for the following day. So you could have two stations showing 93 and 103 for the same day.

However, let's think about it. This kind of thing won't happen very often. And the inaccuracy could go either way. Even when this kind of situation happens, any one day inaccuracy will be spread over the year. So it should be small and the inaccuracy can go both ways.

In addition, decades after the fact, how can anyone even identify these issues and correct for them? They can't.
