Obviously the more important stop for Hollande was in Kazakhstan, an oil and gas rich country against which Putin has been making menacing sounds as Kazakhstan increases ties with Europe and America and becomes more independent of Moscow.

In addition to the warships, Paris forced Siemens and Bombardier to withdraw from their $2.6 billion contract to supply high-speed train connecting Moscow to surrounding cities, as well as an earlier $3 billion contract for regular speed trains.

After the drama in Ukraine followed buy sanctions, both contracts were changed to require 70% of the labor and parts value be sourced within Russia, which made the contracts implausible for foreign makers even without sanctions.

Predictably these rail car contracts instead went to local Metrovagenmash - partly owned by Moscow's deputy mayor, Maxim Liksutov, who is also the head of City Hall's transportation department.
