Yes to all of those things..

but...

There is nothing that would have stopped the negotiation from winding up exactly as it has, even had those factors been determinant, if they had delivered the BFS IAW Salazar

There was a reason they gambled with a dodgy strategy like ignoring the contract, in what appears to be a co-ordinated action

..and I think they did it so that CUU would not be able to offer the project package to any other interested party

Teck did not want to run the risk of going completely out of title, regardless of how shitty it appears

They had no intention of relinquishing that remaining, controlling fraction, regardless of what the BFS showed

..so it was ignored...with CUU's active co-operation
