No it isn't. There are a lot of factors that go into a decision to hire someone. Cost of labor is important, but as long as the value of the employee exceeds costs. Your argument is like arguing because the cost of tomatoes go up, fast food places will buy fewer. When was the last time that happened? Nothing magical about labor costs, if you run a business it is like any other cost.

Businesses hire because they have more business than existing staff can handle. You claim to have run businesses, yet you don't seem to grasp that. Which makes me wonder...
