You do realize it wasn't within the scope of Bush's responsibility? Contrary to popular belief, the president can't just wave his hand and have laws in place to regulate a given industry. That is why Bush went to Congress a dozen or more times saying, "You MUST give me law that allows me to regulate the GSEs". And Congress refused to do so, because they were on Fannie's and Freddie's payroll.

Astonishingly, the second highest political contributes from Fannie went into the campaign of a first term Senator, Barack Obama who had been absent from Congress over half his term.
