Blair: Ya think thats a tease, what til Frank comes out with ILEC/CLEC and doesn't get charged for it.

If ISP's are classified as telecomunications carriers under the Telecommunications Act, in all likeihood they will be subject to pay regulatory fees and make constibutins, these payments could equal as much as a 5cent perminute of use per line.

Now being classified as enhanced service providers under the FCC rules (like regular business customers), there is no charge, but what out while Frank throws a few curves setting the industry standard.
