I admit to having little understanding on the subject but I had thought drones were used for precision attacks. My questions to you are:

1) How are you defining innocents? It is hard to believe, high level terrorists are not surrounded by operatives.
2) Is this the intended employment or the unfortunate outcome when mistakes occur?
3) Is this normal or occasional anomalous outcomes?
4) Where do you get your statistics?

The problem with drone strikes is that they aren't specific.
The only killing strike that is specific is a sniper, and often times that's a mistake also...
