They aren't doing it to Everybody Else; they are doing it to his energy producers and the corporations who make his cars, TVs, light bulbs, cement, and other stuff.

Everybody Else doesn't need to produce more green energy. His utility does. He doesn't even have to use less. If Else wants to pay the bill, he can leave the lights on all night long, and it's the power company that's gonna have to make it part green; not his worry. If he doesn't like TVs that use less, he can buy 2 or 3 and use more. His favorite car company has to make cleaner cars, but Everybody Else can go out and buy a clunker or guzzler or an old Hummer and keep getting 8 mpg or whatever.
