That's a fact-less opinion, based on no data. Here is what Fish and Game says..

Little is known about the population trend for golden eagles. The Breeding Bird Survey (BBS) has long-term dataset that can be used to assess general population trends. However, no strong trend exists for the golden eagle in California.

Yeah; we are concentrated on the coast, in the Valley, in the Sierra foothills, and in the deserts,(Riverside/San Berdoo).Where we aren't concentrated, like in the mountains and where I am, we build ski lifts and log all the trees.
